Quick answer
Drywall finish levels are six grades, 0 to 5, defined in the Gypsum Association’s GA-214 standard. Level 0 is bare board, Level 1 covers hidden areas, Level 2 tile backing, Level 3 heavy texture, and Level 4 smooth walls with flat paint. Level 5 adds a full skim coat for sheen, dark colors or strong side lighting.
“Level 4” and “Level 5” show up on drywall bids all the time, often with no explanation. The numbers aren’t made up by contractors. They come from one industry document, GA-214, Levels of Finish for Gypsum Panel Products. The Gypsum Association publishes it together with the Association of the Wall and Ceiling Industry (AWCI), the Ceilings & Interior Systems Construction Association (CISCA), the Drywall Finishing Council and the Painting Contractors Association. The current edition is GA-214-2021. This guide covers what each level actually requires and where it belongs in a house. It also shows how to pick the right level for each room, so you don’t overpay for smoothness you won’t see or get Level 4 under paint that needs Level 5.
What the levels measure (and what they don’t)
A finish level describes how much joint compound work is done on the seams, screws and corner bead before any primer, paint, texture or wallcovering goes on. It is not a paint spec, and it isn’t a flatness guarantee. GA-214 is direct on this point: finishing happens on top of the panel surface, and a perfectly flat surface isn’t achievable. Good finishing uses thin, successive coats to keep ridges and hollows from showing.
The standard lists the factors that decide the right level:
- the type of panel
- where it sits in the building
- the lighting
- how smooth the surface needs to be
- the color, type and sheen of the final finish
That last factor is the one homeowners most often overlook.
Levels 0 to 5 at a glance
The table below summarizes the minimum requirements in GA-214-2021. The coat counts are separate coats of joint compound. On taped joints, the embedding (tape) coat counts on its own.

Each level explained, with where it belongs in a home
Level 0 and Level 1: construction-only surfaces
Level 0 is bare hung board, with no tape, compound or trim. You’ll see it on temporary partitions or when the owner hasn’t decided how the wall will be finished. Level 1 embeds tape in compound at every joint and inside corner. Ridges, excess mud and uncovered screw heads are all acceptable. In a house that means attic surfaces, the space above a dropped ceiling, and similar areas nobody looks at. Where drywall is part of a fire-rated or sound-rated assembly, GA-214 says the level that assembly requires, and the applicable building code, still apply. So even a surface nobody sees may need its joints treated.
Level 2: behind tile and in utility spaces
At Level 2 the tape is wiped with a thin skin of compound. Screws and bead get one coat, and tool marks are allowed. GA-214 names it as the typical level for drywall that will be tiled over, and for garages or storage rooms where appearance isn’t a concern. Some homeowners are surprised by a Level 2 line item for a tiled wall. It’s appropriate there because the tile hides the wall. Wet areas like showers are a separate question that GA-214 doesn’t cover. There the backer board and waterproofing products chosen for the tile set the requirements.
Level 3: made for texture
Level 3 adds a second coat on the joints and a second coat on the screws, and the surface must be free of tool marks. It’s intended for walls that will get a medium or heavy texture, such as knockdown or a heavy hand texture. The texture hides the minor differences left at this stage. The standard says outright that Level 3 is not correct for smooth walls, light or non-continuous textures, or lightweight wallcoverings. Level 4: the standard smooth wall
Level 4 is where most smooth interior walls land. The joints get two coats over the tape coat, the screws and bead get three coats, and everything is sanded smooth. GA-214 pairs it with flat paint, light or non-continuous textures, and wallcoverings. Trim-Tex, a finishing-products manufacturer, notes that most finishing jobs end up at this level. There’s one line in the standard homeowners should know: non-flat and dark or deep-tone paints are not recommended over Level 4. GA-214 points to Level 5 instead. Level 5: skim coat over everything
Level 5 is Level 4 plus a skim coat over the entire surface. That’s a thin coat of joint compound at trowel consistency, or a product made for the purpose, applied across the whole wall or ceiling, not just the seams. The skim evens out the texture difference between compound and paper facing. GA-214 calls Level 5 the most effective way to minimize joints and fasteners showing through the final decoration. How to choose the right level: paint, color and light
For most rooms, three questions settle the choice.
1. What sheen is the paint?
GA-214 defines “flat paint” precisely: 0 to 5 gloss units at a 60° angle, and 0 to 10 at 85°, measured with a gloss meter. Anything above that is “non-flat,” and many eggshell and satin paints fall in that range. Flat paint scatters light and hides small differences. Higher sheens reflect light and show every hollow and ridge. If your painter plans satin, semi-gloss or gloss on a smooth wall, the standard points to Level 5.
2. How dark is the color?
The standard warns that deep or strong colors, even in flat paint, tend to magnify imperfections and increase joint “photographing.” That’s when the finished seams show through the paint as faint bands. A charcoal accent wall or a navy dining room is exactly this case.
3. How does light hit the surface?
GA-214 defines critical lighting as strong side lighting from windows or surface-mounted fixtures. Light that grazes along a wall or ceiling exaggerates small surface differences. In homes this usually means:
- tall windows or glass doors at the end of a long wall
- skylights
- wall-washer or cove lighting
- fixtures mounted close to the ceiling that throw light across it
- long hallways lit from one end
Hallways and ceilings under big windows are among the most common places where a finish that looked fine during the walkthrough starts showing seams once the house is lived in. Where critical lighting can’t be avoided, GA-214 lists three remedies: skim coating the entire surface, using a medium to heavy texture, or softening the light with window treatments.
A simple rule of thumb: textured wall, go Level 3. Smooth wall with flat paint in a normally lit room, go Level 4. Smooth wall with sheen, a dark color, or raking light, go Level 5. Levels can be mixed within one house. A common plan is Level 4 in bedrooms and closets and Level 5 on the great-room walls and a skylit ceiling. Just make sure the schedule says which surfaces get which level.
Common mistakes crews see with finish levels
- Choosing the paint after agreeing the finish level. A Level 4 bid followed by a switch to a deep satin color is a common setup for visible seams. Decide the paint sheen and color before you sign, or ask for Level 5 pricing on the walls where you might go dark or glossy.
- Judging the wall with a work light flat against it. GA-214 sets the inspection position at least 5 feet (1.5 m) from the surface, looking straight at it, under the lighting the room will have when finished. Almost any drywall shows flaws under a flashlight held flat to the wall. That isn’t the standard.
- Expecting Level 5 to look like plaster. The standard notes that a skim coat will not approximate a plastered surface, and that treated joints and spotted screws may still be visible once the skim dries. There’s also no set thickness that defines a proper skim coat. Level 5 minimizes flaws. It doesn’t erase bowed studs or a wavy framing plane, which have to be corrected before the board goes up.
- Skipping primer. For Levels 3, 4 and 5, GA-214 recommends that the painting spec include a primer over the entire prepared surface. Joint compound and paper facing absorb paint differently, and an unprimed wall can show the difference as dull or shiny patches.
- Finishing in a cold or drafty house. GA-214 calls for a minimum of 50°F held continuously for 48 hours before and throughout finishing. The standard also asks for temperature, humidity and airflow to stay steady and close to normal living conditions, so an unheated winter remodel, or a room with open windows and fans running, is asking for finishing problems.
- Underestimating touch-ups. The standard warns that patching even minor damage after the final finish can be hard to hide on Levels 3, 4 and 5. Protect finished walls during flooring, trim and cabinet installation.
What each level costs
Higher levels mean more coats, more drying time and more sanding, so cost rises with each step. HomeGuide publishes national per-square-foot ranges for hanging and finishing at each level. The figures below come from its finishing cost guide (first published September 2022; figures checked September 2026). They are measured in wall and ceiling surface area, not floor area.

Expect Bay Area quotes to run higher than national averages, mainly because of labor. According to the U.S. Bureau of Labor Statistics (May 2025 data), drywall tapers earned a mean of $43.37 an hour in the San Francisco–Oakland metro area, against a national mean of $34.96. For drywall and ceiling tile installers, the figures were $43.79 locally and $30.58 nationally (BLS, tapers; BLS, drywall installers). Every quote also depends on access, ceiling height, the number of corners and openings, and the condition of the existing surfaces. Compare bids level to level, not just price to price.
Put the level in writing
GA-214 exists so that everyone agrees on the expected result before work starts. It asks design professionals to show on the plans or finish schedule which areas get Level 4 or Level 5. For Levels 3, 4 and 5 it also calls for a jobsite mock-up. That’s a finished, decorated sample area, judged under the room’s final lighting, that becomes the benchmark for the rest of the work. On a home project you don’t need an architect’s schedule, but your estimate should include:
- the GA-214 level for each room or surface (walls and ceilings can differ)
- whether the price includes corner bead, primer-ready sanding and cleanup
- who is responsible for priming, since it’s normally in the painting scope
- for a large Level 5 area, whether a small sample wall will be finished and painted first
When to call a pro
A small patch on a flat-painted wall is a reasonable DIY job. Consistent Level 4 or Level 5 work across whole rooms is different. It depends on feathering joints wide enough, controlling sanding so the paper facing doesn’t scuff, and skimming evenly across big surfaces. Those skills take years to develop. Bring in a licensed drywall contractor if any of these apply:
- you’re finishing new walls or an addition and want them paint-ready
- you plan a dark color, a sheen above flat, or have windows or skylights washing the surfaces
- seams or screw pops are already showing through existing paint
- you’re removing a texture and want a skim-coated flat wall

Frequently asked questions
Can existing painted walls be upgraded to a Level 5 finish?
Usually, yes. The wall is cleaned, and loose paint, cracks and dents are repaired. Then a skim coat is applied over the entire surface, following the compound manufacturer’s instructions for painted surfaces. The painter primes and repaints afterward. It’s the same process used to flatten a wall after texture removal.
Do ceilings need the same finish level as the walls?
Not necessarily. GA-214 lets each surface have its own level. Ceilings under large windows or skylights get strong side light and often need Level 5 if they’ll be smooth. Many ceilings instead get a texture, where Level 3 is the matching level.
How long does drywall finishing take?
HomeGuide estimates 2 to 3 days after the sheets are hung, because compound needs at least 12 hours to dry between coats. A Level 5 finish adds another full-surface coat, plus its drying and sanding time. Cold or humid conditions slow everything down.
Is a specific finish level required by building code?
For appearance, no. GA-214 is an industry recommendation meant to be written into project documents, so the level is a contract matter. Where drywall is part of a fire-rated or sound-rated assembly, the joint treatment that assembly requires, and the applicable building code, must still be followed.
What finish level do I need under wallpaper?
GA-214 lists Level 4 for wallcoverings. It adds a caution: joints and fasteners must be well concealed if the wallcovering is lightweight, has little pattern, or has any sheen. Unbacked vinyl wallcoverings are not recommended over Level 4.
