The East Bay is home turf for New Line Drywall Inc. We’re based in Castro Valley, in the middle of Alameda County, so Oakland to the north and Hayward and Fremont to the south are local work for us, not long-distance trips. Alameda County’s housing stock covers a wide range of eras, and each era brings its own drywall conditions. Older Oakland neighborhoods such as Rockridge, Temescal and the areas around Lake Merritt have many early 20th-century Craftsman bungalows, brown-shingle houses and period apartment buildings. It’s common for homes of that age to still have original lath-and-plaster walls, so a repair there usually means cutting out the damaged section, patching it with drywall and blending the edges into the surrounding plaster, rather than simply swapping a full sheet. Castro Valley, San Leandro, San Lorenzo, Hayward and much of Fremont grew quickly after World War II. Their single-story ranch and tract homes often have textured or acoustic “popcorn” ceilings, and a common request is to remove the texture and finish the ceiling smooth. Who issues the permit in the East Bay depends on where the property is. Castro Valley is an unincorporated community of Alameda County, like San Lorenzo, Ashland and Cherryland. It has no city government, so building permits come from the county instead. The Alameda County Public Works Agency primarily serves the county’s unincorporated areas, including the review and issuance of permits and the inspection of private development, and building permit applications, plan submittals and inspection scheduling go through the Alameda County Permit Portal. In Oakland, building permits run through the Bureau of Building, part of the city’s Planning & Building Department. In Hayward, they’re handled by the City of Hayward Building Division, with its Permit Center at 777 B Street and an online e-Permits system. Other incorporated cities, such as Fremont, San Leandro, Berkeley and Union City, run their own building departments. Whether a drywall project needs a permit depends on its scope and on the jurisdiction, so confirm with the relevant department before work begins. Castro Valley is an unincorporated community, so there is no City of Castro Valley building department. Building permits there are handled by the Alameda County Public Works Agency, and you apply, submit plans and schedule inspections through the Alameda County Permit Portal. Incorporated cities such as Oakland, Hayward and Fremont issue their own permits.

Yes, we handle the drywall side of popcorn ceiling removal: containing the room, taking off the texture, repairing the drywall and finishing the ceiling smooth or retexturing it. Older ceiling texture should be sampled before anyone disturbs it, because the EPA lists textured paint and patching compounds used on walls and ceilings among materials that may contain asbestos. In California, asbestos-related work on 100 square feet or more requires a contractor with a C-22 Asbestos Abatement classification or CSLB asbestos certification, and asbestos removal contractors must also register with Cal/OSHA. We are not an abatement contractor. If the test comes back positive, a qualified abatement contractor removes the material, and we repair and finish the ceiling afterward.
Yes, for most repairs. We cut out damaged sections, patch them with drywall, blend the edges into the surrounding plaster and match the existing texture so the repair doesn’t show. When a wall is too far gone to patch, replacing it with new drywall is often the cleaner option. If a crack keeps reopening at the same door or window corner, especially in a hillside home, have the structure evaluated before the wall is refinished. Otherwise the crack is likely to come back.
